"Rights and Responsibilities of Doctors" – DG of Health

This is a speech by our DG of Health, Tan Sri Dato’ Seri Dr. Hj. Mohd Ismail Merican at SCHOMOS Seminar “Rights and Responsibilities of Doctors” on 5th December 2009.

Exerpts of the speech:

“Incentives to retain doctors in Ministry of Health : Achievements
The Government has introduced many incentives and to our doctors which include, amongst others:-
· Increase in critical allowances from RM 500 to RM 750 starting 1st January 2008
· Increase in specialists’ allowance starting 1st January 2009. It is worth mentioning here that the last review of specialists allowance was conducted in 1989 – 20 years ago.
· Approval for locum in private health care settings
· Allowance for Compassionate Lists to reduce the backlog of elective surgical cases where surgical procedures/operations are performed during weekend. Specialists are paid based on sessional basis rate which is RM200/hr whereas Medical Officers will be paid at RM80/hour.
· Hardship allowance for rural posting based on specific locations
· Faster promotions for specialists and increased number of posts for Gred Khas for specialists. For example 98 posts were created for “Gred Khas C” in addition to the existing 226 posts in 2007.
· Masters students who pass Part 1 will be considered as passed PTK 1 (level III) and upon completion of Part 11 will be considered as passed PTK 3 (level III) and will be given UD48 (Acting) on gazettement as specialists.
· Automatic promotion of house officers from UD 41 to UD 44 upon successfully completion of housemanship training and other services criteria.
· Waiving the PTK course for medical officers and replacing it with the PTK-CPD which is more flexible.
· Reducing the induction course for housemen to 5 days.”

He also touched on Continuing Professional Development (CPD).

“The Ministry of Health is committed to excellence and will ensure that doctors are motivated to be actively engaged in continual education. In the very near future, doctors will be required to attain a certain number of “minimum credit points” as a pre-requisite for obtaining their annual practicing certificates. This requirement is being incorporated into amendments to the Medical Act, which is at an advanced stage of revision and development.”

Understanding the Implementation of Practicals during Winter: A Report

Below is the complete details obtained from meetings with the university administration on this issue.

The MSA attended 2 meetings with the university administration regarding the winter practicals. The Dean of the Foreign Students Faculty, Prof. Yu. D. Lyashev, The Head of Administration of International Relations, Mr. Yuri Shalovich and Deputy Head of Administration of International Relations, Mdm Natalia were present in the meetings. In the meetings, we and the presidents of other student associations had the chance to ask any questions which are unclear about the winter practice.

From the meetings, we understood that:

1) It is not only the requirement of the Malaysian Medical Council to make it compulsory for students to complete our practical training here. The Nigerian Medical Council also requested the same for their students in a visit to KSMU last year, citing lack of practical skills among the students of the university as the main reason.

As a matter of fact, the Nigerian students have started their practicals in Kursk since last summer.

2) With this requirement being imposed by the medical councils of 2 countries (Malaysia and Nigeria), the university administration realizes the gravity of this matter. It is, therefore, as the Dean explained, trying to make the practicals as effective as possible for the students.

3) Elaborating on the organization aspect of the practicals, he said that each practical session shall last for 6 hours. He further quoted that the Teacher to Student ratio during each practical session shall be maintained at 1 Teacher to 10-12 Students, to ensure the effectiveness of the training.

4) He added that the benefits of students doing Winter Practice instead of Summer Practice is that during winter, all teachers, especially English-speaking teachers are available as compared to summer when some teachers are on vacation. Therefore the question on insufficient English-speaking teachers do not arise.

5) Besides, the fact that Russian students are not doing practicals during winter is definitely an added advantage. That way, not only foreign students do not have to compete with russian students on interviewing patients, doing procedures, etc, teachers too would be able to allocate more time and attention to the foreign students.

6) When asked about the reasons for the late confirmation of this news, the Dean explained that as this is a relatively new idea which has not been done previously, they would have to study the possibility of implementing it and proper organization of the practice needs to be done. This procedure involve a few protocols, which include the approval of the Rector, Pro Rector and The Scientific Council of the University. That explains the delay in the announcement of this news.

7) In the meetings, we also raised the issue where students may not be able to attend the practice due to the previously planned and paid winter holiday plans. In replying to this, the Dean said all problems regarding such matters shall be decided on a case-by-case basis. He said students having such problems can see him personally to discuss about this matter.

8) Lastly, talking about holidays, he explained that now students are able to get a minimum 6 weeks of pure holidays. Previously, although students are given a 2-month break, approximately 3-6 weeks of the holidays are taken up by the summer practice requirement. No longer needing to do summer practice in Malaysia now, students shall have a full 6 weeks of holiday period. Having said that, he urged students to return to Kursk by the 1st September 2010, adding that the Rector is concerned about the late-comers and shall be personally monitoring the situation during the coming autumn semester.

From the meetings, we saw the willingness and dedication of the university’s administration to comply with the regulations set by the Medical Councils of Malaysia and Nigeria. For your information, the Malaysian Embassy in Russia is also monitoring the implementation of the winter practicals.

We hope the explanation is clear and has cleared any doubts that might have arisen.

One might be wondering which grand occasion may have caused the closure of main roads of Kursk city, the redirection of traffic flow, the presence of policemen at almost all nook and corners of the city and the grand procession on the streets which have taken place this afternoon.

It is actually a grand moment for the people of Kursk. They are celebrating the arrival of a miracle-working icon from the United States.

The icon, called the Kursk Root Icon of Our Lady of the Sign, is one of the most venerated miracle-working icons in the Russian Orthodox Church. It was discovered in the 13th century, and their ancestors always turned to it in hard times.

“The stay of such a shrine in Russia is a very important event in the church life. And the bringing of the icon to Kursk, where it was found, is certainly a symbolic event with historical significance.” a spokesman said.

The election of the new rector of our university took place today at 3pm in Auditorium No.1. Prof. VA Lazarenko won with an overwhelming 198/215 votes, including 3 spoilt votes. Here’s a little information about the head of our university for the next 5 years.

Over the years,  he published over 500 scientific works including 10 monographs, he is the author of 21 inventions. Under his guide, VA Lazarenko, there was 1 doctoral and 14 master’s dissertations. He is also a consultant doctor and the supervisor 6 PhD theses. Awards and honors under his name:

* In 1999, he was elected a full member (academician) of the International Academy of Sciences of the Environment, Security and Human Nature (MANEB);
* 2002, the Order of the Minister of Health of the Russian Federation awarded the sign «Excellent Health»;
* In 2003 he was elected a corresponding member of Russian Academy of Natural Sciences;
* In 2003, the President of the Russian Federation awarded the honorary title «Honorary doctor of the Russian Federation»;
* In 2004 he was elected a full member (academician) of the Academy of Medical Sciences;

* In 2005, awarded a diploma of the Kursk Regional Duma for many years of diligent work to protect public health field and a great contribution to the preparation of scientific-pedagogical and medical personnel in 2006.

Professor V. Lazarenko has wide experience in the field of management.

01.08.1980 to 29.08.1983 – peadiatrician – a surgeon Schebekinskoy CRH;

from 01.09.1983 y. – 01.09.1988 – performed clinical internship and post-graduate studies in the department of Surgical Diseases № 1 KSMU. Was promoted from assistant to professor, head of the department -  Head of department of vascular surgery. He is one of the main cardiovascular surgeon in Kursk region.

From 12.04.2002 till 15.04.2004 was elected Dean of the Faculty of Postgraduate Education KSMU.

WHO: World Closer to H1N1 Flu Pandemic

We are approaching a possible worldwide pandemic of the H1N1 Influenza, as WHO warns.

The world is “getting closer” to a full-scale swine flu pandemic, the World Health Organization (WHO) warns.

The official declaration of a pandemic alert — triggered by widespread H1N1 swine flu beyond the Americas — will come with a new severity rating, said Keiji Fukuda, WHO interim assistant director-general for health security and environment.

The WHO has been dragging its feet over declaring a worldwide pandemic to avoid causing undue alarm and to allow it time to develop specific guidance for different parts of the world.

When swine flu broke out, the world was already at phase 3 of its six-phase pandemic warning system. That was because the deadly H5N1 bird flu was infecting humans but not spreading from person to person.
